Türkiye signs major LNG deals totaling 10.2 billion cubic meters with energy giants

Türkiye secured multiple liquefied natural gas (LNG) agreements totaling 10.2 billion cubic meters with global energy companies Shell, BP, ENI and others during the Gastech 2025 Forum, Energy Minister Alparslan Bayraktar announced Tuesday.

The agreements, signed by state-owned pipeline company BOTAS, aim to strengthen Türkiye's energy security and provide flexibility in seasonal supply-demand balance as the country expects its energy consumption to triple over the next 30 years.

"We expect our energy demand in Türkiye to triple within the next 30 years. We currently consume about 350 terawatt hours of electricity. We expect this to reach 1,000 terawatt hours within the next 30 years," Bayraktar said during the Ministers Panel at Gastech 2025.

Shell agreement leads major deals

The largest single agreement involves Shell, covering 2.4 billion cubic meters of LNG over three years. Bayraktar met with Shell Integrated Gas President Cederic Cremers to discuss BOTAS' natural gas supply strategy and potential cooperation in exploration and production activities.

"During our meeting, we conducted comprehensive evaluations on BOTAS' natural gas supply strategy, potential collaborations for exploration and production activities in our country, particularly in the Black Sea, and joint energy initiatives in third countries," Bayraktar said.

BP signed a three-year agreement for 4.8 billion cubic meters total, delivering approximately 1.6 billion cubic meters annually to Türkiye.

"This cooperation is particularly important for ensuring our supply security during winter months, increasing resource diversity and strengthening commercial flexibility," Bayraktar stated.

Italian ENI joins supply chain

Italian energy company ENI agreed to supply 500 million cubic meters annually for three years, totaling 1.5 billion cubic meters.

"With a total of 1.5 billion cubic meters of LNG procurement, we will add flexibility to our seasonal supply-demand balance," Bayraktar said after meeting with ENI CEO Claudio Descalzi.

BOTAS' strategic partnerships expand

BOTAS also signed a strategic cooperation agreement with Oman LNG aimed at increasing LNG production capacity in Oman and developing cooperation through floating storage regasification units (FSRU) and LNG carriers.

"The Strategic Cooperation Agreement aims to increase LNG production capacity in Oman, develop cooperation with FSRU and LNG carriers, and evaluate additional LNG procurement options," Bayraktar said, noting this was a concrete reflection of the energy cooperation memorandum signed in Oman in July.

A memorandum of understanding was also signed between BOTAS and PetroChina International (PCI), China's largest oil and natural gas company, with PCI Chairman Wu Junli present at the ceremony.

During the forum, Turkish Petroleum Offshore Technology Center (TP-OTC) signed an agreement with Baker Hughes to support third-phase production targets at the Sakarya Gas Field in the Black Sea.

"With the agreement, subsea production systems and well completion equipment will be supplied to increase our daily production in the Black Sea to 40 million cubic meters in 2028," Bayraktar said after meeting with Baker Hughes CEO Lorenzo Simonelli.

Energy vision for 2035

Bayraktar emphasized Türkiye's balanced approach to energy security during the Ministers Roundtable Meeting, stating that no energy source would be excluded from the country's energy mix.

"Our energy vision is based on a balanced and rational model where renewable energy, natural gas, nuclear and coal are evaluated to complement each other, with no source excluded," he said.

The minister highlighted ambitious renewable energy targets, planning to quadruple renewable energy capacity by 2035 while developing nuclear power capabilities.

"We are building conventional, large-scale nuclear power plants. We also plan to build at least 5 gigawatts of small modular reactors within the next 30 years," Bayraktar said.

Infrastructure investments

Türkiye has made significant investments in gas infrastructure, Bayraktar noted, with storage capacity targets and regasification expansion.

"By 2030, we aim to store 12 billion cubic meters of gas in Türkiye, equivalent to 20% of our annual needs. We have also invested heavily in our regasification capacity. We increased our capacity fivefold in 7-8 years," he said.

Regarding the Black Sea gas discovery made five years ago, Bayraktar confirmed that current production serves 4 million households in Türkiye.

"We are now producing gas from this field and with this production, we are providing gas to 4 million households in Türkiye. We need more gas, so we are increasing production in the Black Sea," he stated.

Bayraktar also met with Libya's Oil and Gas Minister Khalifa Abdulsadek to discuss hydrocarbon exploration and production activities.

"We want to advance our joint work in the energy field and diversify our cooperation with new projects and investment opportunities," Bayraktar said.

The minister emphasized Türkiye's dual role in energy security, noting that while the country works to ensure its own supply security, it also aims to provide abundant gas to European markets.
