Uzbekistan is deepening its cooperation with Türkiye as part of ongoing energy sector reforms, with plans to expand partnerships from production and distribution to regional energy integration, Uzbekistan’s Energy Minister Jurabek Mirzamahmudov said.
Mirzamahmudov told Anadolu Agency that Türkiye’s experience in the energy sector serves as an important reference for Uzbekistan, noting that Türkiye has supported reforms related to the establishment of Uzbekistan’s energy market regulatory authority.
He said cooperation with Türkiye has steadily increased, adding that Turkish institutions and companies were among the first to support Uzbekistan during its reform and transformation process, particularly through initial public-private partnership (PPP) projects.
Mirzamahmudov said attracting investment in energy generation is among Uzbekistan’s top priorities, highlighting Türkiye’s role in regulatory reforms and PPP projects.
He said the first PPP project involving a private distribution operator in Uzbekistan’s Samarkand region was tendered internationally and awarded to a Turkish company.
Turkish firms, he added, have taken on significant roles as engineering, procurement and construction contractors across various energy infrastructure projects.
He also said the first PPP projects in the district heating sector were recently launched with Turkish companies.
Although the projects in Tashkent are relatively small in scale, Mirzamahmudov said private sector participation in heating distribution systems represents an important step.
He added that a cogeneration facility has also been established.
Mirzamahmudov recalled the fifth meeting of the Energy Ministers Council of the Organization of Turkic States held in Istanbul this month, where discussions focused on the future integration of electricity grids across Central Asia, the Caucasus and Türkiye.
He said talks also addressed leveraging Türkiye’s strong transit potential to connect the region with Türkiye and European markets.
Mirzamahmudov noted that Kyrgyzstan has expressed interest in a green corridor project aimed at transmitting electricity generated from renewable sources in Uzbekistan, Kazakhstan and Azerbaijan to regional markets.
He said discussions with Türkiye are ongoing and that Türkiye’s transit capacity and access to European markets would add significant value to the project.
He said the parties have agreed to establish working groups to coordinate the process and address technical issues, adding that feasibility studies, market demand assessments and capacity planning will be key next steps.
Mirzamahmudov said Uzbekistan places strong importance on cooperation with Türkiye and Turkish investors, stressing that the country remains open to new partnerships.
He said the next phase would focus on joint production projects, including equipment manufacturing, electrical machinery and cables, as well as other value-added industrial projects.
Mirzamahmudov added that Uzbekistan aims to become a hub across the full value chain in mining projects, from extraction to high value-added end products, emphasizing that the country follows a win-win approach supported by its president and government.
