Türkiye grants work permit exemption to over 2M Syrians under temporary protection

Türkiye's Interior Ministry has announced a new regulation introducing a work permit exemption for foreigners under temporary protection, the vast majority of whom are Syrians.

Under the new framework, individuals under temporary protection will no longer be required to apply for standard work permits in order to enter formal employment. Instead, a simplified exemption-based system will be implemented.

The announcement was made by Interior Minister Mustafa Ciftci during a migration-focused consultation and evaluation meeting held at the Istanbul Disaster and Emergency Management Authority (AFAD) Directorate.

At the meeting, it was stated that Türkiye’s migration policy is based on a balance between security and humanitarian considerations, as well as law and compassion.

It was also emphasized that while efforts continue to combat irregular migration and human trafficking, procedures are being facilitated for qualified labor, investors, international students and scientists.

Over 1.4 million voluntary returns

Providing data on Syrian nationals under temporary protection, it was stated that more than 1.43 million Syrians have voluntarily returned to their country since 2016.

Approximately 2.26 million Syrians remain under temporary protection in Türkiye, with a significant proportion born in the country.

Developments in Syria following Dec. 8, 2024, were also said in the meeting to have accelerated voluntary return movements.
