Israel has drafted a comprehensive military plan to occupy the entire Gaza Strip, signaling a significant escalation in its ongoing offensive that began in October 2023. According to Israeli media outlet Channel 12, the plan begins with full control of Gaza City and aims to displace approximately 900,000 residents from the area.
Israeli media reported that the army intends to create conditions for a mass evacuation by requesting the departure of nearly one million Gazans. The move, involving the forced displacement of civilians, could trigger a new humanitarian catastrophe in the enclave.
Preparations are already underway for what Israel refers to as a “voluntary evacuation” period, providing a brief window for civilians to leave before full-scale military operations begin. However, past experience shows such “voluntary” stages often lead to forced displacement, leaving Palestinians without homes or land.
Channel 12 also reported that logistical preparations are in progress, including the creation of temporary settlements and aid centers. Israel has allocated 1 billion shekels for the initiative.
The report added that the United States is involved in the process and is expected to supply humanitarian resources during the occupation. A public statement from U.S. President Donald Trump is anticipated.
Since May 27, attacks by Israeli and U.S.-backed forces targeting Palestinians in areas designated for humanitarian aid distribution have killed 1,655 people and injured 11,800, according to the Gaza Humanitarian Aid Foundation, which operates under joint Israeli-U.S. oversight.
Following a ceasefire implemented on Jan. 19, Israel resumed intense military operations on March 18. Since the beginning of the offensive on Oct. 7, 2023, at least 61,158 Palestinians have been killed and 151,442 wounded. Since March 18, an additional 9,654 people have died and 39,401 have been injured.
Israeli Prime Minister Benjamin Netanyahu has officially announced the beginning of the occupation plan, which the military has already begun executing. The strategy aims to expand and solidify control over the Gaza Strip.
Israel has come under increasing international scrutiny over its military campaign in Gaza, which has killed more than 61,100 people and left the enclave on the brink of famine.
In November, the International Criminal Court issued arrest warrants for Netanyahu and former Defense Minister Yoav Gallant for alleged war crimes and crimes against humanity committed in Gaza.
Israel also faces a genocide case before the International Court of Justice related to its actions in the enclave.
