Ukraine and the United States are launching talks in Switzerland on ways to end the war, a Ukrainian negotiator said Saturday, following Washington’s submission of a 28-point peace plan that reportedly incorporates some of Moscow’s demands.

U.S. President Donald Trump gave Kyiv less than a week to approve the plan, which calls for Ukraine to cede territory, reduce the size of its military, and pledge never to join NATO.

“In the coming days in Switzerland, we are launching consultations between senior officials of Ukraine and the United States on the possible parameters of a future peace agreement,” Rustem Umerov, a member of Ukraine’s negotiating team, wrote on social media.

'Aligning vision' for next step

“This is another stage of the dialogue that has been ongoing in recent days and is primarily aimed at aligning our vision for the next steps,” added Umerov, who now serves as secretary of Ukraine’s National Security and Defense Council.

He previously served as defense minister and led earlier rounds of negotiations with Russia in Türkiye, which failed to yield a breakthrough.

This time, President Volodymyr Zelenskyy has appointed his chief of staff, Andriy Yermak, to lead the Ukrainian delegation, according to a presidential decree.

The decree stated that “representatives of the Russian Federation” would also be included in the talks, though there was no immediate confirmation from Moscow on whether it would participate.

The Ukrainian presidential office separately confirmed the launch of the talks, reiterating that they will take place in Switzerland.

According to the statement, Zelenskyy approved the composition of the Ukrainian delegation, which has received formal negotiation directives.

The office emphasized that the delegation “will defend the just interests of the people and the foundations of European security.”

“We count on constructive dialogue and are prepared to work as quickly as possible to achieve real peace. Ukraine never wanted this war and will do everything to end it with a dignified peace,” the statement said.

Russian President Vladimir Putin said Friday that Moscow had received the draft U.S. peace plan but claimed “no one held substantive discussions” on the proposal.
