US, Ukraine draft framework for potential new defense agreement: Report

The United States and Ukraine have drafted a memorandum outlining the framework for a potential new defense agreement, CBS News reported Tuesday, citing sources familiar with the matter.

According to the report, the draft memorandum was prepared by the U.S. State Department and Ukrainian Ambassador to the United States Olha Stefanishyna.

The document is described as an initial step toward a broader partnership that could allow Ukraine to export military technology to the United States and jointly manufacture drones with American companies.

During the recent conflict involving Iran, Ukraine relied heavily on military innovations developed through more than four years of war with Russia.

According to CBS, Kyiv sent drone interceptors and pilots to the Middle East to help U.S. allies counter Iranian-designed Shahed drones, the same type Russia has extensively used against Ukraine.

Ukraine expands defense cooperation

Over the past two months, Ukraine has signed defense agreements with Saudi Arabia, Qatar and the United Arab Emirates, the report said, adding that Ukrainian officials expect additional deals in the near future.

“Nearly 20 countries are currently involved at various stages: four agreements have already been signed, and the first contracts under these agreements are now being prepared,” Ukrainian President Volodymyr Zelenskyy said on Telegram.

The report said Ukrainian officials first proposed drone cooperation to the White House in August 2025 after U.S. President Donald Trump privately praised “Operation Spiderweb,” a major Ukrainian drone attack deep inside Russian territory.

According to the report, the operation involved remotely guided explosive drones launched from trucks smuggled into Russia, destroying dozens of Russian warplanes at multiple air bases.

Ukrainian officials reportedly argued that expanded cooperation with Washington would benefit both countries, with American financing potentially helping increase defense production capacity in both Ukraine and the United States.
