Ukrainian President Volodymyr Zelenskyy has named Oksana Markarova, the country's former ambassador to the United States, as his new adviser on reconstruction and investment, signaling a strategic focus on Ukraine's post-war economic recovery even as the conflict continues.
The appointment, formalized through a presidential decree posted on Ukraine's Presidential Office website, positions Markarova to coordinate efforts on attracting foreign investment, improving the business environment, and planning reconstruction initiatives with international partners.
Zelenskyy framed the appointment as part of Ukraine's dual strategy of maintaining its defense while simultaneously preparing for economic recovery. The president emphasized that rebuilding and restoring normal economic development represents a long-term objective that extends beyond immediate survival needs.
"I am glad that Oksana remains part of our state's team, and her responsibilities will now include advising on issues that strengthen Ukraine, namely, improving the business climate, enhancing our state's financial resilience, attracting investment, and planning reconstruction together with our strategic partners," Zelenskyy said in a statement on social media platform X.
The president characterized reconstruction as a task requiring coordination across government institutions and the private sector, arguing that all capable entities should contribute to the effort.
Markarova brings extensive diplomatic experience to the position, having served as Ukraine's ambassador to Washington from February 2021 until August of this year. Her tenure in the US coincided with a critical period that included the escalation of the conflict and subsequent international support efforts.
In acknowledging her new appointment, Markarova thanked Zelenskyy for his trust and described her role as working with international partners to plan rebuilding and forge partnerships. She characterized these efforts as essential to "win the peace."
Zelenskyy appointed Olha Stefanishyna as Ukraine's new ambassador to the US on August 27, filling the position vacated by Markarova. The diplomatic transition reflects ongoing adjustments in Ukraine's international representation as the country manages both wartime diplomacy and reconstruction planning.
