Turkish contractor IC Ictas secures $540M railway contract in Romania

A consortium led by Türkiye-based IC Ictas and Romania’s Rotary Constructii Mentenanta S.A. has secured a €460 million ($538.93 million) contract to modernize a key railway line connecting Craiova, Drobeta Turnu Severin, and Caransebes in Romania.

According to IC Ictas's statement on Thursday, the contract includes both the design and construction of a 42-kilometer stretch between Drobeta Turnu Severin and Baile Herculane, covering upgrades to rail systems, station platforms, electrification, signaling, and safety infrastructure.

EU-funded project to strengthen Romania's regional connectivity

The investment is being implemented under Romania’s 2021–27 Transport Program, administered by the Ministry of Transport and Infrastructure. The project is expected to enhance Romania’s competitiveness, improve integration with the European transport network, and support sustainable rail mobility.

As part of the modernization, the infrastructure will be adapted to support 22.5-ton axle loads and train lengths of up to 740 meters. The plan includes renovating seven tunnels and 23 bridges, as well as carrying out necessary station improvements. The geometry of the track will also be optimized to raise safety and operational efficiency.

Turkish IC Ictas intensifies push to expand in European market

IC Ictas CEO Ibrahim Donmez stated that the company continues to deliver sustainable and modern infrastructure projects globally. He expressed pride in launching a new venture in Europe, a region identified as a priority in the company’s growth strategy.

Calling the project a clear sign of the consortium’s expertise, Donmez said, “This line carries strategic importance within the European transport network. Through this modernization, we will once again demonstrate our know-how and commitment to quality in railway infrastructure.”

He added that IC Ictas will continue to represent Türkiye in leading global infrastructure projects.

Its portfolio includes high-profile developments such as the Yavuz Sultan Selim Bridge, Antalya Airport, the Western High-Speed Diameter in St. Petersburg, and Pulkovo Airport. In addition, IC Ictas is undertaking the construction of Türkiye’s first nuclear power plant, Akkuyu Nuclear Power Plant.
