Türkiye’s Africa Opening Policy, launched in 1998 and transformed into the Africa Partnership Policy in 2013, marked a new phase in Ankara’s engagement with the continent, driving significant progress over the past 25 years across political, trade, security, military, cultural and development fields.
Türkiye’s trade volume with Africa increased from $4.3 billion in 2002 to approximately $40 billion by the end of 2025, while Turkish investments on the continent reached $10 billion in 2024.
Ankara also expanded its diplomatic footprint in Africa, increasing the number of Turkish embassies on the continent from 12 in 2002 to 44 as of 2024.
At the same time, the number of African embassies in Ankara rose from 10 in 2008 to 38 in 2024.
Most recently, Mozambique and Botswana decided to open embassies in Türkiye.
Türkiye became an observer at the African Union in 2005 and was declared a strategic partner in 2008.
Since then, three Türkiye-Africa Partnership Summits have been held, with preparations underway for the fourth summit planned for 2026.
To date, Türkiye has signed Trade and Economic Cooperation Agreements with 50 African countries, Agreements on the Reciprocal Promotion and Protection of Investments with 32 countries and Double Taxation Avoidance Agreements with 17 countries.
Business councils have also been established with 49 African countries.
In the defense sector, Türkiye signed the Military Framework Agreements with 35 African countries, Military Training Cooperation Agreements with 21 countries and Defense Industry Cooperation Agreements with 29 countries.
Türkiye’s investments in Africa increased from $67 million in 2003 to $10 billion in 2024.
Turkish contractors had undertaken 2,031 projects across the continent worth a combined $97 billion as of the end of 2025.
Turkish Eximbank, Türkiye’s official export credit agency, also became the first non-African shareholder of the African Finance Corporation in December 2023 following an invitation from the institution.
Preparations are continuing for the fourth Türkiye-Africa Partnership Summit planned for 2026.
The summit is expected to build on the framework established under the Africa Partnership Policy and further deepen cooperation between Türkiye and African countries across multiple sectors.
