Türkiye, Azerbaijan deepen energy partnership, expand projects from gas to green electricity

Turkish Energy Minister Alparslan Bayraktar said Thursday that Türkiye and Azerbaijan play complementary roles in regional and global energy security through their geostrategic positions, rich resources, and developed infrastructure.

Speaking at the fourth Türkiye-Azerbaijan Energy Forum in Izmir, held alongside the Türkiye Wind Energy Congress, Bayraktar said diversifying and deepening cooperation would “open new horizons” for the two nations.

He highlighted progress made in earlier forums, noting that joint working groups continue to expand dialogue and develop projects in oil, natural gas, renewable energy, electricity, mining, energy efficiency, and market regulation.

“The understanding of ‘one nation, two states’ that we always stress finds its most concrete expression in the major projects carried out particularly in the energy sector,” Bayraktar said. “Energy is one of the main driving forces of the development and prosperity of our countries. The projects carried out so far in oil and natural gas fields demonstrate that our common vision is accurate and result-oriented.”

Major projects and new agreements

Bayraktar pointed to earlier cooperation in the Azeri-Chirag-Guneshli and Shah Deniz fields, adding that the partnership took a new step this year with the Shafag-Asiman agreement. He said future cooperation would focus on the Karabakh, D-230, and Dostlug fields.

He also emphasized the significance of the natural gas cooperation agreement signed on May 14, 2024, which strengthened energy security and regional ties.

The Igdir-Nakhchivan Natural Gas Pipeline, now operational, secures Nakhchivan’s supply and deepens cross-border energy cooperation. Bayraktar also referenced the Türkiye-Syria Natural Gas Pipeline, launched on Aug. 2, 2025, as both a strategic energy route and a contributor to peace and stability in the region.

“Türkiye and Azerbaijan, with their strong infrastructures and deep-rooted ties, will continue to be reliable partners both in regional supply security and in global markets,” he said.

Expanding into renewables and electricity trade

Bayraktar stressed that cooperation was not limited to hydrocarbons. He highlighted plans to boost collaboration in renewable energy and electricity transmission, describing them as shared responsibilities toward future generations.

A key project under development is a new electricity line connecting Türkiye and Nakhchivan, which Bayraktar said would secure energy for the region and open a new phase in electricity trade.

He also underscored the Green Electricity Transmission and Trade Project, linking Türkiye, Azerbaijan, Georgia, and Bulgaria.

“Just like TANAP, this project, which will connect Eurasia and Europe through Türkiye, will provide the trade and transmission of electricity generated from renewable sources, bringing significant benefits not only to our countries but also to the entire region and Europe,” Bayraktar said.

He noted that Türkiye’s strong infrastructure and advanced electricity market position it as a reliable contributor, while Azerbaijan is leveraging its wind and solar potential to become a clean electricity exporter.
