Türkiye imposes duties on packaging film from China, Egypt and Russia

Türkiye's Trade Ministry on Wednesday imposed definitive anti-dumping duties on imports of stretchable plastic film used in packaging—technically known as biaxially oriented polypropylene (BOPP) film—from China, Egypt, and Russia, following the outcome of a trade investigation.

According to the ministry's decision published in the Official Gazette, an anti-dumping investigation into imports of the packaging film from the three countries concluded that the products are sold below their fair market value.

The investigation, launched by the ministry in February 2024 following complaints from Turkish producers, finds that these imports cause material injury to Türkiye’s domestic manufacturers by undercutting prices.

Duty rates vary by origin and company

As a result of the findings, the ministry decided to implement anti-dumping tariffs on the imported plastic film. For products from China and Egypt, the duty rates will vary by company, ranging between 12.85% and 62.94% of the product’s cost, insurance, and freight (CIF) value. For imports from Russia, a flat rate of 47.14% will apply.

The decision aims to restore fair competition in the local market and shield domestic producers from the effects of unfair foreign pricing.

What is BOPP film?

Biaxially Oriented Polypropylene (BOPP) film is a type of plastic film widely used in the packaging industry. It is made by stretching polypropylene—a common plastic resin—in both the machine and transverse directions, which improves its strength, clarity, and barrier properties.

BOPP film is commonly used for food packaging, labels, adhesive tapes, and gift wraps due to its lightweight, moisture resistance, and ability to be printed on easily.
