Türkiye, Libya sign economic memorandum after 17-year hiatus

Türkiye and Libya have concluded the 22nd session of the Joint Economic Commission (JEC) meeting in Tripoli, marking the first such gathering between the two countries in 17 years.

The meeting was finalized with the signing of a memorandum of understanding (MoU) between the two sides, co-chaired by Libya’s minister of transport and JEC co-chair, Mohammed Shahoubi.

Türkiye’s Minister of Energy and Natural Resources Alparslan Bayraktar said the meeting was concluded with the signing of the memorandum, in a post published on his X account.

MoU signed to formalize cooperation

According to Bayraktar’s post, the JEC meeting was brought to a close following the signing of the memorandum, which outlines the framework for future economic cooperation.

The minister described Libya as a “friend and brother” country and said Türkiye aims to strengthen historic ties by turning them into an economic development drive grounded in sincerity and the “win-win” principle.

The statement emphasized a shared intention to deepen bilateral cooperation through mutually beneficial economic engagement.

Energy cooperation expanded

Energy cooperation featured prominently in the statement. Bayraktar said the two sides agreed to increase and diversify ongoing activities between the two countries’ public companies in the trade of crude oil and petroleum products.

He added that Türkiye and Libya reaffirmed their shared will regarding planned cooperation across Libya’s land and maritime domains. The post did not include further details on specific projects, mechanisms, or timelines.

Future areas of partnership

Beyond conventional energy, Bayraktar said the two sides also reached a consensus on developing cooperation in renewable energy and mining.

In his post, he reiterated Türkiye’s support for Libya’s stability and prosperity, and said Türkiye would continue to be one of Libya’s strongest supporters as it seeks to build a strong future through its own resources.

The conclusion of the 22nd JEC meeting in Tripoli was framed by the minister as a renewal of momentum in bilateral economic cooperation following a 17-year pause in the convening of the commission.
