Istanbul’s safety improves as expats look beyond Dubai, Abu Dhabi

Istanbul's security department unveiled a transformative shift in the city’s security landscape, reporting a dramatic double-digit decline in major crime categories for the first quarter of 2026.

The data signals Istanbul’s aggressive bid to outpace traditional regional safe havens, positioning the Turkish megalopolis as a secure, high-stability alternative for international investors and expatriates looking beyond the Gulf area.

The most striking figure from the report was the financial decapitation of the city’s crime scene. Security forces dismantled 37 organized crime syndicates in just 90 days, seizing a staggering ₺26.5 billion in assets. Istanbul Governor Davut Gul emphasized that by targeting the financial lifelines of these networks, the state has rendered the "crime-for-profit" model unsustainable.

"There is absolutely no situation where one can say, 'I committed a crime and got away with it,'" Gul stated, underlining a "zero-tolerance" policy that has seen operational frequency rise by 24% year-over-year.

The Governor highlighted a 59% collapse in shooting incidents compared to the same period last year. This drastic reduction is attributed to a landmark 2024 legislative reform that imposed severe, deterrent sentencing for the possession of unlicensed firearms.

The "street-level" impact of these policies is further evidenced by a 13% drop in property crimes, including auto theft and pickpocketing. Officials credit this success to a "security-first" tech integration, utilizing high-density AI surveillance and expanded police and gendarmerie patrols.

Istanbul’s security strategy has also extended into the virtual front. Authorities successfully shuttered 1,386 social media accounts linked to criminal organizations used for propaganda and recruitment.

Simultaneously, the city has tightened its grip on irregular migration. Through the deployment of "Mobile Migration Points," the Governor declared that "living illegally in Istanbul is no longer possible." 

The system serves as a filter ensuring the city remains a welcoming environment for legal residents and investors while systematically removing those outside the legal framework.

With safety metrics now rivaling 'and in some cases exceeding' longstanding hubs like Dubai and Abu Dhabi, Istanbul is seeing a fresh wave of interest from the international community.
