President Erdogan's Gulf tour seals 24 agreements across Kuwait, Qatar and Oman

President Recep Tayyip Erdogan concluded his three-day Gulf tour to Kuwait, Qatar, and Oman on Thursday, which was between Oct. 21–23, yielding 24 agreements, memoranda, and joint statements to deepen ties and support a two-state solution in Gaza.

The Turkish president began his Gulf visit with Kuwait on Tuesday (Oct. 21), where Emir Meshal al-Ahmad al-Jaber al-Sabah received him with an official ceremony at Bayan Palace.

The leaders reviewed relations and regional developments, and President Erdogan emphasized the need to preserve the Gaza cease-fire and to support a two-state solution.

Türkiye presented a Togg electric car to the emir as several accords were signed, including a Maritime Transport Agreement and memoranda on seafarer certificate recognition, energy cooperation, and the promotion of direct investment between Türkiye's Investment Office and the Kuwait Direct Investment Promotion Authority (KDIPA).

In Doha, Erdogan met Qatari Emir Sheikh Tamim bin Hamad al-Thani and co-chaired the 11th Türkiye–Qatar High Strategic Committee Meeting.

He called Türkiye–Qatar ties "excellent" and said their strategic partnership supports regional stability. New deals included memoranda on strategic development planning and defense industry cooperation, a joint declaration on the committee meeting, and a joint ministerial statement between the countries' trade ministries.

The final stop was Muscat, where Omani Sultan Haitham bin Tariq hosted Erdogan at Al Alam Palace.

The leaders discussed regional issues, shared views on the Palestinian cause and backed dialogue-based diplomacy.

Türkiye presented a red Togg before witnessing wide-ranging agreements on defense, energy, mining, industry, higher education, media and visa exemptions.

What Erdogan's Gulf tour produced in Kuwait, Qatar and Oman?

Oman deals included memoranda on mining and critical minerals, military cooperation, industrial cooperation, science and technology, competition protection, media and communication and defense industry cooperation.

A strategic cooperation agreement was signed between Türkiye Wealth Fund and Oman Investment Authority, alongside shareholding and cooperation deals involving OYAK, Amber Limited, Uzbek-Oman Investment Company and Oman Food Investment Holding.

Additional steps included an MoU between Innovance Information Technologies Inc. and Oman Telecommunications Company and a land-allocation agreement for the Turkish Maarif Foundation to establish schools in Oman, with two joint declarations on creating a Coordination Council and granting visa exemptions for ordinary passport holder.

Return to Türkiye and official reaction

After a luncheon with Sultan Haitham, President Erdogan departed Muscat and returned to Türkiye, where officials greeted him in Istanbul.

Turkish Presidency Communications Director Burhanettin Duran stated on Thursday that the visits strengthened "friendship bridges" and reflected a peace- and cooperation-centered foreign policy under Erdogan’s leadership.

"These visits, under our President’s visionary leadership, have once again been a concrete reflection of Türkiye's foreign policy centered on peace and cooperation that strengthens friendship bridges," Duran said.

The trip's 24 outcomes spanned transport, energy, defense, investment and education, positioning the Erdogan Gulf tour as a "vehicle for broader regional cooperation" anchored in support for a two-state solution in Gaza.
