Turkish Foreign Ministry reports progress with Armenia, including border arrangements

Türkiye and Armenia’s special envoys for the normalization process, Ambassador Serdar Kilic and Ruben Rubinyan, Deputy Speaker of the Armenian National Assembly, held the sixth round of talks on September 12, 2025, in Yerevan, Türkiye's Foreign Ministry announced.

According to the statement, the envoys reviewed previously agreed topics and confirmed their commitment to advancing full normalization between the two countries.

The announcement added that the envoys “exchanged views on implementing border crossing arrangements agreed upon during their July 1, 2022, meeting” and agreed to accelerate the process.

Infrastructure and technical cooperation

Türkiye's Foreign Ministry statement noted that the envoys “decided that relevant authorities in both countries would carry out the necessary technical work to rehabilitate and operationalize the Kars-Gyumri railway and electricity interconnector.”

To strengthen cultural and academic ties, the statement said the envoys “agreed to create scholarship opportunities for higher education students and to restore the historic Silk Road (Ani) Bridge jointly.”

Air connectivity

The statement added that the special envoys also agreed to facilitate preparations for interested airlines to start flights between various points from summer 2026 onward, aiming to increase the number of flights and air connectivity between Türkiye and Armenia.

Finally, Türkiye's Foreign Ministry emphasized that the envoys “reaffirmed their commitment to continue the normalization process unconditionally, emphasizing the importance of sustained cooperation.”
