Türkiye awaits Russia-US-Ukraine leaders meeting despite no concrete plans: Report

Türkiye has no concrete information about a potential meeting of Russian, U.S., and Ukrainian leaders on Turkish soil but maintains expectations for such an event, a Turkish diplomatic source told Russian media outlet RIA Novosti on Monday.

"There is no concrete process yet. But we continue to wait," the source said, declining additional comment on the possible trilateral summit that President Recep Tayyip Erdogan has repeatedly promoted as essential for resolving the Ukraine conflict.

Erdogan has emphasized that concrete results in settling the conflict are impossible without negotiations at the highest level.

The Turkish president has informed U.S. President Donald Trump about Ankara's goal to host a leaders-level meeting on Ukraine, positioning Türkiye as a mediator between Moscow and Kyiv based on its experience facilitating the grain deal and humanitarian initiatives.

Türkiye expects progress from Putin-Trump Budapest meeting

The Turkish side expects that a planned meeting between Russian President Vladimir Putin and Trump in Budapest will lead to progress in resolving the Ukraine conflict, the diplomatic source told RIA Novosti.

Putin and Trump held a phone conversation on Oct. 16, described as one of the longest since the beginning of 2025, discussing the situation around Ukraine.

Following the call, Trump announced his intention to hold a personal meeting with Putin in Budapest.

"Regarding our expectations, first of all, we expect real steps in settling the conflict, the consequences of which are felt in our region. We expect positive results from this meeting," the source said.

Istanbul negotiations could form basis for future talks

Results from the negotiation process between Russian and Ukrainian delegations in Istanbul could become the foundation for future possible high-level meetings, the Turkish diplomatic source reportedly stated.

Russia and Ukraine conducted three rounds of direct negotiations in Istanbul, resulting in prisoner exchanges and Russia transferring the bodies of deceased Ukrainian service members to Kyiv.

The sides also exchanged draft memorandums on conflict resolution.

"We held three rounds of negotiations in Istanbul. There were developments by the delegations that they presented to leaders, which helped better understand the positions of the sides," the source speaking to RIA Novosti said.

"These developments will undoubtedly become the basis for possible negotiations at the leaders' level," the source added.

The source emphasized that the main task now is "to ensure that the negotiation process is not interrupted and leads to concrete results."
