Türkiye launches $4.7M program to combat brain drain

Türkiye's scientific research council TUBİTAK has unveiled a new initiative aimed at reversing brain drain by attracting qualified researchers to conduct academic work in the country.

The International Experienced Researcher Circulation Program, known as CoCirculation 3, will provide comprehensive financial support to 100 researchers over three years, targeting both Turkish scientists working abroad and foreign academics.

The program will operate through annual application cycles beginning Sept. 1, 2025. The first call will remain open until Dec. 1, 2025, supporting 33 researchers. A second round will run from Aug. 3 to Nov. 3, 2026, also accommodating 33 participants. The final application period will span July 1 to Oct. 1, 2027, providing funding for 34 researchers.

Monthly compensation packages exceed $7,000

Participants will receive substantial monthly compensation packages totaling €6,010 ($7,042). The breakdown includes a €3,980 salary, €600 in family support, €1,000 for research and networking activities, €250 for training, €130 allocated to host institutions, and €50 for travel expenses.

The European Commission will co-fund the program through its Marie Skłodowska-Curie Actions COFUND mechanism, which supports researcher mobility and career development across Europe.
