Türkiye to stress 'strategic priority' of Black Sea security at Ukraine summit in Paris

Foreign Minister Hakan Fidan will stress the "strategic priority" of maintaining security in the Black Sea at the Coalition of the Willing summit on Ukraine in Paris on Tuesday, Jan. 6, a Turkish foreign ministry source said.

French President Emmanuel Macron is hosting the meeting, which includes more than 30 nations in the group led by Britain and France.

Fidan will represent President Recep Tayyip Erdogan at the summit.

"Talks at the Paris summit will focus on articles in a U.S. draft plan to end the war, as well as security guarantees for Ukraine and the possible role the Coalition can play," the source said.

The summit is expected to address the latest situation in peace plan drafts and discussions aimed at achieving peace in Ukraine.

Türkiye to highlight results of Istanbul talks

The source said Fidan would point to "concrete" results from three previous rounds of direct talks between Ukrainian and Russian officials in Istanbul in 2025, including prisoner swaps, and repeat Ankara's offer to host a leaders' meeting of the warring sides.

Fidan is expected to state that, within the framework of the vision set out by President Erdogan, Türkiye continues to advocate for a peaceful solution through results-oriented diplomatic steps in the Russia-Ukraine War.

Black Sea security as 'strategic priority'

Fidan would "state that Türkiye views maintaining security in the Black Sea as a strategic priority and that it is reminding all sides of its position on this matter," the source said.

NATO member Türkiye has maintained cordial ties with Moscow and Kyiv throughout the war. It has provided military support to Ukraine but refused to join Western sanctions on Russia.

Ankara has warned both sides against the recent escalation in the Black Sea, which saw Russian and Turkish vessels struck by drones, as well as Ukrainian ports damaged.

Türkiye has also seen a series of drones enter its airspace in recent weeks and has downed one near its capital.

President Erdogan said last week he would discuss various issues with U.S. President Donald Trump in a phone call on Monday, Jan. 5, including matters related to the Russia-Ukraine war.

The Coalition of the Willing was launched at the Ukraine Leaders Summit held in London on March 2, 2025, which Fidan attended representing Türkiye.

Numerous meetings have been held within the Coalition throughout 2025:

  • President Erdogan attended and addressed the online Coalition Leaders summits on March 15 and Nov. 25, 2025.
  • Vice President Cevdet Yilmaz participated in online summits on Aug. 13, Aug. 17, Aug. 19, Sept. 4, Oct. 24, and Dec. 11, 2025.
  • Foreign Minister Fidan represented Türkiye at the May 10, 2025, summit.
