Azerbaijan urges Armenia to drop territorial claims for lasting peace at OSCE summit

Azerbaijani Foreign Minister Jeyhun Bayramov on Thursday called on Armenia to renounce constitutional references to territorial claims as a precondition for a lasting peace agreement, while urging swift progress on bilateral treaties and the implementation of a proposed regional transport corridor.

Speaking at the 32nd Ministerial Council of the Organization for Security and Co-operation in Europe (OSCE) in Vienna, Bayramov stated that both Azerbaijan and Armenia have made progress on the peace process at the levels of government, parliament, and civil society.

Calls for Armenia’s constitutional change for peace

Bayramov stressed that Azerbaijan, in a gesture of goodwill, had unilaterally lifted restrictions on the transfer of goods to Armenia, underscoring its commitment to advancing the normalization process. He argued that Armenia’s constitution still contains provisions laying claim to Azerbaijani territory and asserted that their removal would pave the way for the first bilateral agreement to be signed, ratified, and ultimately ensure an irreversible peace.

"Azerbaijan initiated the peace agenda and remains committed to it," Bayramov said, adding that Baku expects "reciprocal political will and responsibility" from Yerevan.

Bayramov noted that all commitments must be fulfilled in good faith and on time, framing these steps as essential to building durable trust between the two countries.

Azerbaijan renews push for cross-border link with Armenia

The remarks come amid renewed international focus on normalizing relations between Armenia and Azerbaijan following the 2020 Second Nagorno-Karabakh War and Azerbaijan’s 2023 military operation to retake full control of the region. In August, both countries agreed on a U.S.-backed peace roadmap supported by President Donald Trump, featuring a proposed transit project known as the Trump Route for International Peace and Prosperity (TRIPP).

Bayramov reaffirmed support for the corridor, which includes the Zangezur segment—a planned land route linking mainland Azerbaijan with its Nakhchivan exclave via southern Armenia. He described its timely implementation as “very important” for enhancing regional stability and connectivity, though provided no timeline or construction details.

He also reiterated Azerbaijan’s commitment to the OSCE but emphasized that the organization must address its internal challenges to function more effectively.
