CIA red team sees civil war, collapse risk for Israel ahead of Oct. 27 vote: Report

A classified Central Intelligence Agency (CIA) assessment has warned that deepening political, economic and social fractures could push Israel toward civil war or state collapse, Drop Site News reported, citing two U.S. sources familiar with its contents.

The assessment, titled "Fracture From Within," was prepared in August by the CIA's Red Cell, a unit tasked with challenging prevailing intelligence assumptions.

The reported assessment comes weeks before Israel's Oct. 27 election, as years of war in Gaza, Lebanon, and Iran have strained Israeli society.

Its contents could not be independently verified.

What the CIA assessment reportedly warns

The assessment points to a volatile mix of pressures converging ahead of the vote: economic strain and soaring military spending, heavily armed veterans returning from prolonged combat with psychological trauma, anger over military service exemptions for ultra-Orthodox men, escalating settler violence in the occupied West Bank, and Prime Minister Benjamin Netanyahu's fight to stay in power, which the report said has fueled a constitutional crisis.

The report specifically used the term "civil conflict," the sources said.

"The writers of this are Israel experts," a source in the intelligence community told Drop Site.

"This isn't a fantastical what-if; with the upcoming election and the fissures in Israel, we should take seriously their conclusion that Israel is one spark away from real internal conflict," the source added.

The dispute over ultra-Orthodox exemptions from military service has emerged as one of Israel's sharpest internal divisions, with resentment growing after repeated reserve mobilizations, according to the report.

Food prices have also risen 9.5% over the past two years, deepening a cost-of-living crisis. Recent polling has shown both the Netanyahu-led and opposition blocs struggling to reach the 61 seats needed to govern.

Israel's isolation seen as risk factor

The assessment cited Israel's growing international isolation, including eroding support in the U.S., as a factor that could deepen internal instability, according to the report.

A Pew Research Center survey this spring found that 60% of Americans viewed Israel unfavorably, up from 53% a year earlier.

The assessment also gamed out scenarios in which a single spark could turn political fracture into open conflict, including foreign technology and artificial intelligence companies pulling investment from Israel, regional governments reconsidering normalization, and Hamas or Hezbollah exploiting a period of domestic weakness, the sources said.

The assessment appears to focus on Israel's Jewish citizens and does not address its Palestinian citizens, who make up about 20% of the population.

There was no immediate response from Israeli officials to the reported CIA assessment.
