Iran's Supreme Leader Mojtaba Khamenei called Tuesday for the conditions set by Iranian officials to be met to end the war and what he described as a state of "neither war nor peace," according to a statement from his office.

Khamenei made the remarks in a meeting with Supreme National Security Council Secretary Mohsen Rezaei, a day after Rezaei hosted senior officials from the Mecca defense pact, Saudi Arabia, Türkiye and Pakistan in Tehran for talks on regional security.

Khamenei stressed pursuing the rights and interests of the Iranian nation and the "resistance front" through the fulfillment of conditions set by the country’s officials, aimed at ending the war, the statement said.

He also described the "enemy’s helplessness" as "one of the fruits of national resistance."

Iran’s conditions include an end to the U.S. naval blockade of Iranian ports and U.S. sanctions on Iranian oil exports. U.S. Vice President JD Vance said three weeks ago that Iran must reduce nuclear enrichment to end the war.

An Iranian official had told Reuters that Iran's nuclear program would not be discussed at Monday's meeting with the Mecca pact countries and would not be addressed until Tehran's demands were met.

Iran rejects Western concerns that the program is military in nature.

Mojtaba Khamenei stresses Strait of Hormuz management

Khamenei cited "preserving national and regional security by exercising management over the Strait of Hormuz" and strengthening bilateral ties with neighbors based on stable, mutual interests among the topics discussed, the statement said.

He called the Supreme National Security Council and its secretariat the "management hub" of state affairs, stressing its role in culture, politics, economy and security.

Khamenei also urged decisions based on a roadmap with "a complete picture of each action, from start to end point," and called for strengthening national unity and mutual trust between the people and officials.

Rezaei briefed Khamenei on the country’s situation and efforts underway, including what he described as "the Islamic Republic’s strategic policy of organizing regional endogenous arrangements and order."

On Monday, Turkish intelligence chief Ibrahim Kalin, Saudi Defense Minister Prince Khalid bin Salman and Pakistani army chief Field Marshal Asim Munir met Iranian leaders in Tehran, the first high-level contact between Iran and the three Mecca pact members since the war drew Saudi Arabia and Yemen’s Houthis into direct conflict.
