Shafak Organization, an independent, non-profit civil society group founded in Türkiye, began on Wednesday, Nov. 5, accepting appointment requests to register for the onetime cash grant provided by the United Nations High Commissioner for Refugees (UNHCR) to Syrian families voluntarily returning from Türkiye to Syria after Nov. 29, 2024.

The grant amounts to $600, distributed once to each family to support the initial stage of resettlement. Registration is limited to returnees from Türkiye.

UNHCR states that beneficiaries must be Syrian refugee families with specific vulnerabilities who were previously eligible for monthly cash assistance in their country of asylum and who have permanently returned to Syria, not for a short visit.

Eligible families must be in need or have previously benefited from monthly cash assistance programs in Türkiye, including the Social Safety Net (SSN), Emergency Social Safety Net (ESSN), or Complementary Social Safety Net (C-SSN), as well as families that include persons with disabilities. The return must be permanent, not temporary.

Registration locations and required documents

Registration currently includes two centers in Idlib Province: Idlib City and Ariha (Idlib Province, northwestern Syria). The registration location in Azaz (northern Aleppo countryside, northwestern Syria) will be announced later. Centers receive applicants from 8:00 a.m. to 4:00 p.m.

Registration requires Syrian identity documents for everyone over 18, along with proof of prior residence in Turkey (such as a kimlik or a border-crossing return card), a family booklet or family status extract if available, and an active Syrian phone number.

If a Syrian ID is unavailable, one of the other listed documents will suffice, according to the organization.

Applicants are required to provide a Syrian ID for every person over 18, proof of previous residence in Türkiye, a family booklet or family statement, and an active Syrian contact number. One substitute document may be accepted if an ID is unavailable.

The program is part of UNHCR’s initiative to support Syrian refugees returning from neighboring countries and provides onetime assistance to help families during their initial resettlement phase.
