Russia's Federal Security Service (FSB) announced on Monday the detention of an Azerbaijani citizen in the Stavropol region on charges of preparing terrorist attacks.

According to the RIA Novosti news agency, the Russian intelligence agency stated in an operation-related announcement: "In the Stavropol region, an Azerbaijani citizen who voluntarily joined a Ukrainian terrorist organization banned in the Russian Federation has been detained."

Suspect allegedly received instructions for 'sabotage operations'

The statement claimed the suspect "received instructions from the organization," adding: "(The suspect) Following the instructions received, conducted detailed reconnaissance in a series of areas where sabotage and terrorist acts were planned to be carried out, primarily targeting administrative buildings of law enforcement agencies and transportation infrastructure in Yessentuki and Stavropol cities."

Russian security forces released footage showing the arrest of the Azerbaijani citizen.

The video, also published by Russia Today (RT), shows operatives exiting a minivan in a busy city district, pursuing the suspect, apprehending him, placing him on the ground, and handcuffing him.

The footage also shows officers asking the detained individual if he knows why he was arrested, though the response is not shown in the video.

Previous tensions between Russia and Azerbaijan

On June 27, Russian security forces conducted raids on the residences of Azerbaijanis in Yekaterinburg, resulting in the deaths of two Azerbaijanis and several serious injuries.

Russia's Investigative Committee reported that six people were detained during the operation and claimed they were involved in multiple murders. The detainees were identified as both Russian and Azerbaijani citizens. A Yekaterinburg court ordered the suspects to remain in custody until Oct. 19.

These events led to increased tensions between Russia and Azerbaijan following the incidents.

The FSB has initiated a criminal case under charges of preparation for terrorism against the detained Azerbaijani citizen.
