United Nations High Commissioner for Human Rights Volker Turk on Monday condemned Israel’s actions in Gaza and called on the country to implement measures ordered by the International Court of Justice (ICJ) to prevent genocide, punish incitement, and ensure sufficient aid reaches Palestinians.
Speaking at the 60th session of the U.N. Human Rights Council in Geneva, Turk described the humanitarian crisis in Gaza as “shocking the conscience of the world,” citing mass killings, obstruction of life-saving aid, and deliberate attacks on journalists. He warned that further militarization, occupation, and annexation would only fuel violence and retaliation.
“Israel is legally obligated to take the steps ordered by the ICJ, prevent acts of genocide, punish those who incite it, and ensure adequate assistance reaches Palestinians in Gaza,” Turk said.
Turk criticized the international community for failing to act, stating, “We are leaving the people of Gaza exposed. Where are the decisive measures to prevent genocide?” He urged countries to use all available means to pressure Israel for a ceasefire, the release of detainees, and unhindered humanitarian access. He also stressed the importance of supporting Palestinians’ right to self-determination.
Turk also addressed ongoing conflicts worldwide. He highlighted escalating Russian attacks in Ukraine, which have caused record civilian casualties, and continued human rights violations in Sudan, where thousands have died amid army and Rapid Support Forces clashes.
In Myanmar, he warned of sustained abuses against civilians following the military coup, including airstrikes, arbitrary arrests, torture, sexual violence, and forced conscription. In the Democratic Republic of Congo, Turk pointed to ongoing violations by both government forces and the M23 rebel group in the east of the country.
“Across the globe, civilians continue to bear the brunt of conflict and the world must pay attention,” he concluded.
