The Trump administration has been secretly working with Russia on a new draft plan to end the war in Ukraine, according to a report published Tuesday.
U.S. media outlet Axios, citing anonymous U.S. and Russian officials, reported that the 28-point proposal is modeled in part on United States President Donald Trump’s recent 20-point Gaza ceasefire plan, which led to a temporary truce between Israel and Hamas last month following two years of conflict in Gaza.
The draft reportedly focuses on four key areas: peace in Ukraine, security guarantees, broader European security architecture, and the future of U.S. relations with both Kyiv and Moscow. However, it remains unclear how the plan addresses core issues such as territorial control in eastern Ukraine.
According to the report, Trump’s envoy Steve Witkoff is leading the effort and has held extensive talks with Russian envoy Kirill Dmitriev. Dmitriev said he met Trump’s team in Miami over three days in late October to discuss the plan.
A White House official, quoted anonymously, said Trump believes “there is a chance to end this senseless war if flexibility is shown,” and that U.S. officials have started briefing European allies on the evolving proposal.
Meanwhile, Ukrainian President Volodymyr Zelenskyy will make a working visit to Türkiye on Wednesday, Turkish Communications Director Burhanettin Duran said in a post on the social media platform X.
"The talks in Ankara are expected to cover issues on the bilateral agenda with our strategic partner Ukraine, as well as current developments concerning the Russia-Ukraine war,” Duran said.
He added that the discussions will also include ongoing efforts to secure a ceasefire and work toward a lasting political solution—including a possible revival of the Istanbul peace talks, which were previously hosted by Türkiye in the early stages of the war.
