U.S. President Donald Trump announced Thursday that mediators have reached a landmark agreement calling for the complete disarmament of Hamas and all other armed groups in Gaza, describing the development as a milestone in his administration's efforts to end the conflict that began with the October 7, 2023 attacks.
Trump, posting on Truth Social, said the Board of Peace had secured what he called "a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza." He said the deal would be implemented in phases, with Israeli military withdrawing from Gaza as disarmament is completed.
Under the terms Trump outlined, an International Stabilization Force would work alongside a newly formed Palestinian police force to maintain security in the territory once Israeli troops pull back. A new Palestinian government, Trump said, would ultimately assume governance of Gaza, working in coordination with the Board of Peace.
Trump said the agreement would unfold in "carefully structured phases," though he offered no specific timeline or details on verification mechanisms for the disarmament process. The deal, he said, represents a major step in implementing what he described as the Trump 20-Point Plan.
The president framed the announcement in sweeping terms, saying the agreement would ensure Gaza is "no longer used as a base for terror attacks" while giving Israel "the security it deserves." He added that the threat that emerged from Gaza on October 7 "will NOT be allowed to rebuild."
Gaza has been engulfed in conflict since Hamas's cross-border attack on southern Israel in October 2023, which killed approximately 1,200 people and resulted in around 250 hostages being taken into Gaza. The subsequent Israeli military campaign has caused widespread destruction across the territory and sparked a severe humanitarian crisis, drawing intense international scrutiny.
Central to the agreement, according to Trump, is the formation of a new Palestinian government to administer Gaza, replacing Hamas's governance structure, which has controlled the territory since 2007. Trump said the incoming administration would serve the Palestinian people and operate in close coordination with the Board of Peace, a body established as part of his broader peace framework.
The president did not identify who would lead or constitute the new Palestinian government, nor did he specify the composition or mandate of the International Stabilization Force designated to operate alongside the Palestinian police.
Trump singled out Egypt, Qatar, and Türkiye for their roles as mediators in brokering the agreement, saying their "important efforts" were key to the outcome. He reserved particular praise for his own negotiating team, crediting their "tireless work" with making the breakthrough possible.
Qatar and Egypt have served as the primary intermediaries between Israel and Hamas throughout the post-October 7 ceasefire and hostage negotiations. Türkiye, which maintains ties with Hamas's political leadership, has played a supporting diplomatic role in parallel efforts.
Trump closed his statement on a triumphant note, declaring the deal an achievement "that everybody said could never be achieved."
