U.N. High Commissioner for Human Rights Volker Turk on Wednesday condemned Russia’s continued attacks on Ukraine’s energy infrastructure, warning that civilians already enduring prolonged suffering are being pushed deeper into hardship during the winter months.
In a written statement, Turk said Russia’s relentless strikes on energy facilities across Ukraine are depriving the civilian population of adequate heating, water and electricity at a time when they are facing an “unbearably cold and dark winter.”
Turk noted that Russia carried out another large-scale attack Tuesday targeting energy infrastructure across Ukraine.
As a result, hundreds of thousands of civilians woke up without electricity and heating, he said.
He stressed that civilians subjected to ongoing bombardment are also forced to cope with freezing temperatures that have dropped to minus 20 degrees Celsius.
“The consequences of such attacks are devastatingly widespread and affect all aspects of civilian life,” Turk said.
He underlined that targeting civilian infrastructure is prohibited under international humanitarian law and called on Russia to immediately halt the attacks.
