U.S. President Donald Trump signed an executive order on Thursday declaring a national emergency and creating a framework to impose tariffs on goods from countries that sell or provide oil to Cuba, the White House said.
According to a White House fact sheet, the move is intended to protect U.S. national security and foreign policy interests by pressuring Cuba over what the administration described as its “malign actions and policies.”
The executive order authorizes Secretary of State Marco Rubio and Commerce Secretary Howard Lutnick to take “all necessary actions” to implement the tariff system, including issuing rules and guidance related to the measures.
The order also states that the president may modify or lift the measures if Cuba or affected countries take significant steps to address U.S. national security concerns or align with Washington’s foreign policy objectives.
Following the U.S. capture of Venezuelan President Nicolas Maduro on Jan. 3, Trump said Cuba is losing key financial and energy support previously provided by Venezuela.
“Cuba will be failing pretty soon,” Trump said. “Cuba is really a nation that's very close to failing.”
