Türkiye is moving toward building a sovereign artificial intelligence (AI) infrastructure to meet the needs of domestic companies without relying on foreign solutions, according to a senior investment advisor.
Mehmet Uner, strategy advisor at Ena Venture Capital, said the fund aims to support the creation of Türkiye’s sovereign AI ecosystem by investing in early-stage startups and building domestic infrastructure.
Speaking on the sidelines of the Take Off Istanbul 2025 startup event, Uner told Anadolu Agency that the fund focuses on investments in artificial intelligence, cloud computing and cybersecurity at the pre-seed and seed stages.
Uner said Ena Venture Capital participated in the event with four portfolio companies.
“Orbina operates in agentic AI, Enlighty focuses on customer and market insights, MagicPay develops payment processing systems, and CloudFlex stands out with its hybrid cloud computing infrastructure,” he said.
He noted that Orbina has implemented large-scale projects in the finance sector, including for insurers and banks, as well as in the public sector.
“This is one of our investments that we are proud of,” Uner said.
Uner said Orbina helps institutions improve efficiency by automating tasks and emphasized its development of a Turkish large language model.
“One of the most important features of Orbina is that it developed a Turkish large language model, allowing users to create AI agents that speak our language best and provide the most effective assistance,” he said.
Uner said Ena Venture Capital also invested in Nuvena, a startup working to establish Türkiye’s sovereign AI infrastructure.
He explained that many AI startups face infrastructure gaps and often seek solutions outside the country.
“We said, ‘Let’s make an investment in Türkiye and create our own sovereign AI infrastructure,’ so our startups can use this as a base instead of reaching abroad,” Uner said.
According to Uner, Nuvena aims to create domestic data center capacity and build an AI layer on top of it.
“With our sovereign AI layer, we want Turkish companies and startups to meet their capacity and hardware needs from within the country instead of relying on foreign solutions,” he added.
