How Türkiye plans to calculate household natural gas bills by city

Türkiye is preparing to introduce a tiered pricing system for household natural gas consumption, Energy and Natural Resources Minister Alparslan Bayraktar said.

Speaking on Kanal 7 television, Bayraktar said the government is working on a tiered tariff model for natural gas. The aim is to use state subsidies more effectively by adjusting support based on consumption levels.

Bayraktar said preparations for the new system have begun and that the model will differ from the current pricing structure.

How city based natural gas pricing is planned in Türkiye

Bayraktar said the planned tiered tariff will be based on city level average consumption, rather than a single nationwide benchmark.

He said natural gas use varies significantly across Türkiye due to climate differences since heating demand in colder cities is much higher than in warmer regions. For this reason, he said a standard national consumption threshold would not be fair.

The minister said the government plans to apply tiered pricing to natural gas so that subsidies are distributed more accurately. City based average consumption levels will be taken into account when determining support.

According to information shared by the ministry, lower consumption users would continue to receive state support, while higher consumption users would pay prices closer to actual cost.

No implementation date has been announced. The government has not shared city level thresholds or technical details.

Türkiye targets annual inflation based natural gas pricing

Minister Bayraktar also addressed questions about possible price changes in natural gas.

He said the government plans to move toward a pricing model in which adjustments are made once per year, instead of multiple changes during the year.

Inflation will be the main reference point for any price review, he said. Global energy market developments will also be considered.

Bayraktar said the goal is to carry out price adjustments annually in line with inflation. He did not announce any specific price increase or timeline. Evaluations will be made during the year based on economic conditions.

Azerbaijan gas deal and wider energy plans outlined

Alongside tariff reform, Bayraktar confirmed that Türkiye has signed a new long term natural gas supply agreement with Azerbaijan.

The agreement covers 33 billion cubic meters of natural gas over 15 years. The gas will be sourced from the Absheron Field in the Caspian Sea, with annual deliveries of 2.25 billion cubic meters starting in 2029 and continuing into the 2040s. The gas will be transported to Türkiye by pipeline from the Caspian region.

Bayraktar also spoke about Türkiye’s broader energy agenda and said the government aims to produce first electricity from the Akkuyu Nuclear Power Plant this year. Negotiations for planned nuclear power plants in Sinop and Thrace are ongoing, with 2026 expected to be a decision year for technology and partner choices.

On exploration, Bayraktar said the Cagri Bey drilling vessel will carry out offshore drilling operations in Somalia. The project will involve drilling to a total depth of around seven kilometers, including water depth and seabed drilling.

He also commented on recent developments in Venezuela, saying expectations are that they will not have a major negative impact on global oil markets in the short term. He noted that Venezuela currently accounts for less than one percent of global oil production, despite having large reserves.

Türkiye has not announced an implementation date for the tiered tariff system or any immediate changes to household natural gas prices. Officials say evaluations will continue as preparations move forward.
