Kyrgyzstan’s tax service to replace human inspectors with AI-powered module

Kyrgyzstan’s State Tax Service will replace human inspectors with an AI-powered module 'KEZET', as part of its second phase of reforms starting January 2026, according to Kyrgyz National News Agency KABAR.

KEZET, an AI-powered electronic accounting system designed to replace human tax inspectors. The module will track the movement of goods from production or import all the way to retail, removing the human factor from tax inspections.

“KEZET will allow us to monitor every product and automatically detect discrepancies in reporting. It will reduce the need for inspections and eliminate corruption risks,” Almambet Shykmamatov, head of the state's Tax Services department, stated.

KEZET to launch on Estonian-inspired digital platform

KEZET is modeled on digital solutions from Estonia, widely recognized for their efficiency in public service digitalization. A test launch is scheduled for January 2026, followed by a six-month period for system adaptation, staff training, and fine-tuning of processes.

The reforms aim to streamline tax administration, minimize subjectivity in inspections, and enhance transparency. Shykmamatov emphasized that the transition to KEZET will not weaken tax oversight but will instead make the system more efficient and reliable.

The STS has indicated that the automation will allow it to focus on supporting businesses with digital tools, clear regulations, and consulting services, marking a shift from a traditional enforcement approach to a service-oriented model.
