Türkiye introduces anti-dumping duty on Chinese cold-rolled stainless steel imports

Türkiye's Trade Ministry introduced a definitive anti-dumping measure on imports of cold-rolled stainless steel flat products from China on Saturday, citing findings that such imports were priced below fair market value and caused material injury to the domestic industry.

A 3.95% import tax has been imposed on certain Chinese cold-rolled stainless steel products, added on top of the existing 12% tariff, bringing the total rate to approximately 16%. Calculated based on the cost, insurance, and freight (CIF) value, the measure takes effect immediately and will remain in place for five years.

China penalized, Indonesia spared steel dumping case

The decision follows Türkiye’s ongoing application of its legislation against unfair trade practices, regulated under the "Communique on the Prevention of Unfair Competition in Imports." The official ruling states that Chinese cold-rolled stainless steel flat products were found to be imported at dumped prices, which significantly undercut local producers and caused measurable harm.

The same investigation also examined imports of the same product originating from Indonesia. However, authorities determined that Indonesian imports involved negligible levels of dumping and did not cause injury to the domestic sector. As a result, the probe into Indonesian imports has been closed without imposing any definitive anti-dumping duties.

China supplies nearly half of Türkiye’s cold-rolled stainless imports

Cold-rolled stainless steel flat products are thin sheets or coils of stainless steel that have been processed at room temperature to achieve a smooth surface, precise dimensions, and improved mechanical properties. Unlike hot-rolled steel, which is shaped at high temperatures, cold-rolled steel is rolled after cooling, resulting in a higher-quality finish and greater strength.

These products are commonly used in industries that require both durability and a clean appearance, such as automotive manufacturing, construction, household appliances, kitchen equipment, and medical devices.

Türkiye’s imports of cold-rolled stainless steel flat products subject to the decision totaled $381.22 million in 2024, with China accounting for 47.6% of total imports, which were valued at $799.98 million, according to official data.
