Türkiye, Kyrgyzstan sign new economic protocol, eye $5B trade goal

Türkiye and Kyrgyzstan signed the 12th Term Joint Economic Commission (JEC) Protocol on Thursday, setting out plans to expand cooperation in trade, industry, energy, transportation, agriculture, education, health care and culture.

The agreement was signed in Bishkek by Türkiye’s Vice President Cevdet Yilmaz and Kyrgyz Cabinet of Ministers Chairman Adylbek Kasymaliev. The protocol includes a 77-article action plan serving as a joint roadmap for deepening ties.

Yilmaz said Ankara and Bishkek are determined to reach President Recep Tayyip Erdogan and Kyrgyz President Sadyr Japarov’s trade goals of $2 billion in the short term and $5 billion in the medium term, recalling the two leaders’ pledges at the High-Level Strategic Cooperation Council in Bishkek in 2024.

Expanding cooperation

Yilmaz said the action plan outlines concrete steps across key sectors. Cooperation will extend to mining, including rare earths and critical minerals, as well as joint projects to establish industrial parks in Kyrgyzstan. A Kyrgyz-Turkish IT meeting will also be held during the Kyrgyz IT Forum to boost collaboration in software, startups and digital investment.

The two countries also pledged cooperation in smart cities, digital transformation and e-government, while agreeing to digitize road transport transit documents to cut bureaucracy.

Yilmaz stressed that the “win-win” approach underpinning cooperation in energy, trade, transportation, health care and agriculture would benefit the wider region. “Our country, which ranks eighth in Kyrgyzstan’s exports and sixth in its imports, is an important trade partner,” he said.

Türkiye’s investment footprint

Türkiye is Kyrgyzstan’s fifth-largest direct investor, with more than 2,000 Turkish companies active in the country and investments totaling around $2 billion. Turkish contractors have carried out 95 projects worth about $1 billion.

Yilmaz said the Türkiye-Kyrgyzstan Business Forum, held Thursday, would provide a platform for business communities from both countries to explore new opportunities.

“Our traders, investors, contractors—in short, all our actors in the trade sector—will continue their joint efforts to further strengthen the economic and commercial relations between our countries, with a strong belief in a prosperous future,” he said.
