Türkiye starts $10B AI action plan through 2030 to vie in global AI race

Türkiye has launched a new artificial intelligence action plan through 2030, as the government seeks to mobilize at least $10 billion in predominantly private-sector resources for data centers, cloud services, and AI infrastructure.

The presidential circular on the Türkiye Artificial Intelligence Action Plan (2026-2030), signed by President Recep Tayyip Erdogan, officially took effect on Tuesday, formally putting into force a plan first unveiled in June.

The plan outlines a roadmap built around four pillars, "Recognize, Benefit, Produce and Govern," aimed at strengthening Türkiye’s ability to develop, produce, export and govern AI technologies.

Data centers, investment targets

Under the plan, Türkiye will raise its data center installed capacity to at least 1 gigawatt by 2030 and introduce regulations to ensure facilities meet international standards and energy-efficiency requirements.

The government will also allocate at least 2% of public investment programs to AI projects and promote AI-supported public services.

In priority areas including health, energy, and smart manufacturing, small and medium-sized businesses will receive access to AI technologies through AI vouchers, with the government seeking to move promising ideas into tested products.

The plan also puts education and workforce development at the center of its first pillar, "Recognize." A National Artificial Intelligence Literacy Program will establish workshops across all 81 provinces, with the government targeting 5 million citizens within two years.

Türkiye will also train 10,000 advanced AI specialists and 100,000 AI application professionals, according to the plan.

New AI plan puts production, sovereignty first

The "Produce" pillar focuses on helping Türkiye develop its own AI technologies and expand the country's research and startup ecosystem.

The plan calls for AI growth zones with ready-to-use energy and infrastructure, while a National Artificial Intelligence Research Fund will support research and an Artificial Intelligence Growth Fund will back startups and their expansion.

The government is also directing $150 million in public funding toward venture capital funds to improve financing access for AI startups from their early stages through scaling.

The new roadmap follows Türkiye’s National Artificial Intelligence Strategy (2021-2025), which the government said had been implemented and had delivered significant gains. But the circular said a new approach was needed as AI continues to reshape the global economy, public services, production models and society.

The new plan puts more weight on expanding infrastructure and investment, building the AI workforce, increasing use across the public sector and supporting domestic production.

It also gives digital sovereignty a bigger role, with measures covering data, computing capacity, Turkish-language models and Türkiye’s ability to develop and govern AI technologies.
