Türkiye has identified two "critical thresholds" before proceeding with legal reforms for its "terror-free-Türkiye": the integration of the SDF in Syria, which began Monday, and the complete evacuation of the terrorist organization PKK's Metina and Hakurk camps in Iraq, according to a report by Türkiye daily's Yucel Kayaoglu citing security and ruling Justice and Development Party (AK Party) sources.
Turkish security sources told the media outlet on Tuesday, Feb. 3, that the evacuation of the Metina and Hakurk camps is a "non-negotiable prerequisite" for legal proceedings.
"The evacuation of these two camps is our indispensable condition," security sources said.
Once the camps are evacuated and the National Intelligence Organization (MIT) gives approval, the path will open for legal regulations, the report said.
"The evacuation of these two camps is expected in the coming days," sources indicated.
The first critical threshold—the integration of the SDF, described as PKK's Syria branch, into the Damascus government—was achieved as of Monday, the report noted.
"The SDF has begun to dissolve itself," the report stated.
The integration process that began in Syria on Monday is considered an important stage toward a terrorism-free Türkiye.
According to information obtained by the Türkiye daily, the parliamentary commission's report is expected to be completed within a few days, with adaptation laws potentially coming to the agenda in March.
The commission report will emphasize that "the terrorist organization laying down arms, liquidating itself, and the termination of its existence being determined and confirmed by the state will be the most important stage of the process and also a starting point for legal proceedings."
"Determination and confirmation" for legal steps will be included in the report as a common view of all parties except Peoples' Equality and Democracy Party (DEM Party), the report said.
Ruling AK Party sources noted that after MIT and other security units make their final field determinations, the picture will become clear and steps could be taken on legal regulations in March.
"The steps the terrorist organization takes in Syria and Iraq will therefore determine the timeline for legal regulations," the report said.
The adaptation law to be prepared in Turkish Parliament will be a temporary and standalone regulation, the report stated.
The law to be enacted will clearly define that it applies only to terrorist organizations whose existence has been determined and confirmed to have ended.

Terrorist organization members wishing to come to Türkiye by benefiting from the law will be given a specific period, and those who surrender within this period will benefit from the regulations to be issued.
"The general view in the AK Party is that this period should be one year. In other words, those who do not surrender to security units within one year after the law is enacted will not be able to benefit from the regulations in the law to be enacted," the report concluded.
