Foreign Minister Hakan Fidan will attend a meeting of foreign ministers in Doha on Sunday to prepare for the Organization of Islamic Cooperation (OIC)–Arab League Extraordinary Summit scheduled for Sept. 15, according to diplomatic sources.
The preparatory session will review a draft resolution to be submitted to heads of state at the summit, convened in response to Israel’s Sept. 9 strike on Doha.
In his speech, Fidan is expected to reiterate Türkiye’s solidarity with Qatar against Israel’s “heinous attack,” stressing that the strike targeted both peace efforts and Qatar’s sovereignty.
He will also argue that Israeli Prime Minister Benjamin Netanyahu’s government has no interest in a cease-fire.
Fidan is expected to underline Türkiye’s warnings that Israel’s aggression would not remain confined to Palestine and that its expansionist policies threaten the entire region.
He will emphasize that Israel is working to undermine the two-state solution and exploit instability in neighboring countries for political purposes.
The minister will urge regional states and “responsible global powers” to coordinate and respond strongly to Israel. He is expected to note that momentum toward recognizing Palestine must be matched by concrete action, including efforts to secure Palestine’s admission as a full United Nations member.
The OIC announced Friday that the emergency summit will be held Monday in Qatar, preceded by Sunday’s ministerial session.
“This Emergency Summit reaffirms Arab and Islamic solidarity with the State of Qatar and aims to formulate a unified stance and joint action in response to this aggression,” the organization said, calling the strike a violation of Qatar’s sovereignty and international law.
The Israeli strike targeted a residential compound in Doha housing Hamas leaders and killed five Hamas members and a Qatari security official. Hamas said its acting leader, Khalil al-Hayya, survived.
Qatar, alongside the U.S. and Egypt, has mediated talks aimed at ending Israel’s war in Gaza, which has killed more than 64,000 Palestinians since October 2023.
Qatar condemned the strike as “state terrorism” and vowed to preserve its right to respond.
This will be the third OIC–Arab League Extraordinary Joint Summit since Israel began its attacks on Gaza on Oct. 7, 2023, later expanding operations into Lebanon, Syria, Yemen and Iran.
Previous summits were held in Riyadh, Saudi Arabia, on Nov. 11, 2023, and Nov. 11, 2024.
The OIC, originally established in 1969 after an arson attack on Jerusalem’s Al-Aqsa Mosque, represents 57 member states, making it the second-largest intergovernmental political body after the U.N.
Türkiye, one of the founding members, assumed the rotating chairmanship of the OIC Council of Foreign Ministers in June after hosting its 51st session in Istanbul.
