FM Fidan meets Hamas delegation in Ankara, discusses second phase of Gaza peace plan

Foreign Minister Hakan Fidan met with a Hamas delegation led by Political Bureau member Khalil al-Hayya in Ankara on Wednesday, discussing the situation in Gaza and the second phase of the ceasefire agreement.

According to Turkish Foreign Ministry sources, Fidan exchanged views with the Hamas delegation on the second phase of the Gaza peace plan and evaluated the current situation in the Palestinian territory.

Fidan emphasized that Türkiye continues to defend Palestinian rights on every platform in the strongest manner, and briefed the delegation on Ankara's ongoing efforts to address shelter and humanitarian aid needs in Gaza.

Hamas: Israel blocking second phase

The Hamas delegation said it has fulfilled the conditions of the ceasefire but Israel continues to target Gaza, noting that this stance is aimed at preventing the transition to the second phase of the peace plan.

The delegation said 60% of trucks allowed into Gaza carry commercial goods, and the amount of humanitarian aid is not sufficient to meet needs.

"Shortages continue, especially in basic necessities, medicine, shelter materials and fuel," the Hamas delegation said.

West Bank, Palestinian unity discussed

The meeting also addressed developments in the reconciliation process among Palestinian groups and the situation in the occupied West Bank.

Both sides emphasized that Israel's practices in the West Bank are "unacceptable."

Context: Second phase negotiations

The meeting comes as mediators press for the implementation of the second phase of the Trump-brokered ceasefire between Israel and Hamas.

The second phase would involve further Israeli withdrawals from Gaza, the establishment of an interim authority to govern the territory in place of Hamas, and the deployment of an international stabilization force.

Israeli Defense Minister Israel Katz said Tuesday that Israel will "never fully withdraw" from Gaza and pledged to establish military outposts in the north, statements that contradict the ceasefire agreement's requirements.

Since the Oct. 10 ceasefire took effect, at least 400 Palestinians have been killed by Israeli fire, according to Palestinian officials.
