Montenegro will begin requiring visas for Turkish citizens on Nov. 1, ending visa-free access for one of the country’s fastest-growing visitor groups.

Turkish Airlines has warned passengers booked on flights to Montenegro about the new rule.

The airline said Turkish citizens must hold either a valid Schengen visa or a Montenegrin visa to travel. It advised passengers to check the current entry requirements on Montenegro’s official website before departing.

Travelers who have already bought tickets but have not yet applied for a visa have little time left. With the rule starting Sunday, those making last-minute plans risk being turned away at the airport.

Shifting rules over the past year

Montenegro has been a popular destination for Turkish tourists. About 134,000 Turkish visitors traveled there last year. Tour sales reportedly dropped by nearly 50% after the visa decision was announced.

Montenegro’s approach to Turkish visitors has shifted several times over the past year.

The government temporarily suspended visa-free travel for Turkish citizens in October 2025 after an incident in the capital, Podgorica.

The suspension was lifted Dec. 23, 2025, but the permitted visa-free stay was cut from 90 days to 30. Starting Sunday, visa-free entry ends altogether.

The visa requirement applies in particular to Turkish citizens holding burgundy passports, the standard document for ordinary travelers. Until now, they could enter Montenegro without a visa and stay up to 30 days.
