Syria and Saudi Arabia signed three memorandums of understanding Thursday to improve cross-border logistics, develop transport infrastructure and strengthen postal services.
Two agreements focus on logistics and railways, including technical work, capacity building and expertise sharing to support the rehabilitation of Syria’s road and rail networks. The projects aim to facilitate freight movement and boost trade between the two countries.
A separate memorandum covers cooperation between Syrian and Saudi postal institutions, with the two sides planning to share expertise and work on improving postal services.
The agreements came during expanded bilateral talks in Damascus, Syria’s state-run SANA news agency reported.
Syrian Transport Minister Yarub Bedir welcomed Saudi Arabia’s steps to issue visas to truck drivers, which are intended to facilitate two-way goods transport. Bedir also expressed Damascus’ interest in upgrading its road and rail networks and drawing on Saudi Arabia’s experience in those areas.
Saudi Transport and Logistics Services Minister Saleh bin Nasser Al-Jasser, meanwhile, stressed Riyadh’s commitment to strengthening cooperation and partnership with Syria and accelerating bilateral ties.
Jasser said the visit also aimed to expand cooperation under projects linked to Saudi Arabia’s national vision and increase the exchange of expertise.
No timetable was provided for putting the related investment and engineering projects into operation.
The latest agreements build on a much broader Saudi investment drive in Syria that has gathered pace throughout 2026.
The two sides unveiled a major package in February covering aviation, telecommunications, infrastructure, water and real estate, including the launch of the Elaf Fund, which committed 7.5 billion Saudi riyals ($2 billion) to the phased development of two airports in Aleppo.
The package also included plans for a new joint low-cost airline, flynas Syria, and an investment of more than 3 billion riyals by Saudi telecom operator STC in a fiber-optic network stretching more than 4,500 kilometers.
On Wednesday, Syrian and Saudi officials discussed developing ports, free zones and logistics services, while also working on truck movement and aligning standards to support higher trade flows, SANA reported earlier.
Saudi Arabia is also studying a rail link through Jordan and Syria to Türkiye, while Türkiye plans to extend its rail network to Aleppo as part of efforts to revive the historic Hejaz Railway route.
