Trump’s leaked “Main Proposal” to Hamas outlines 60-day Gaza truce, hostage swap

Former U.S. President Donald Trump delivered a short ceasefire outline to Hamas through mediators over the weekend, according to Drop Site, which obtained the Arabic-language document.
The one-page, 100-word proposal, titled “The Main Proposal,” sets conditions for a 60-day truce. Within 48 hours of acceptance, Hamas and other groups would release all Israeli captives — living and dead — in exchange for the release of unspecified Palestinian prisoners.
The draft also calls for the “disarmament” of Gaza and the formation of a new government before any Israeli troop withdrawal is considered. It mentions “amnesty” for Hamas members but leaves key terms undefined. The proposal pledges an “open flow of aid” into Gaza but gives no details on scale, distribution, or oversight.

Full text of the Main Proposal obtained:
- All hostages, alive and deceased, will be released within 48 hours of signing.
- Numbers consistent with previous releases, Palestinian prisoners sentenced to life and detainees from Gaza will be released within 48 hours.
- A ceasefire will go into effect upon implementation, for a period of 60 days or until negotiations are concluded. President Trump will guarantee that the parties negotiate in good faith until an agreement is reached.
- The issues to be negotiated include: the definition of Hamas, the definition of disarmament, the formation of a new government, the withdrawal of Israeli forces upon the formation of the government or upon successful conclusion of negotiations, and amnesty for Hamas members.
- Open flow of aid into Gaza upon implementation of the agreement.
Hamas officials told Drop Site the document “looks like it was written by the Israelis” and warned it could be a U.S.-Israeli ploy to force surrender. Israeli commentator Amit Segal compared the text to “an Israeli plan wrapped in American packaging.”

Trump, posting on Truth Social, insisted “the Israelis have accepted my terms” and warned Hamas this was his “last warning.” Hamas said it is open to talks but demands any agreement include an explicit end to the war, a full Israeli withdrawal, and internationally guaranteed enforcement.
