Turkish intelligence chief Ibrahim Kalin participated in talks in Cairo on efforts to implement the second phase of the Gaza ceasefire agreement, meeting representatives of Palestinian groups and guarantor countries, according to official statements and security sources.
The Egyptian Foreign Ministry said discussions focused on advancing the ceasefire process and overcoming obstacles to its implementation on the ground.
The talks were attended by Kalin, head of Türkiye's National Intelligence Organization (MIT), alongside senior officials from Egypt and Qatar and representatives of Palestinian factions.
According to the ministry, discussions were held in a generally "constructive atmosphere" as participants reviewed steps needed to move the process forward.
The parties discussed completing obligations under the first phase of the ceasefire agreement, increasing the flow of humanitarian aid into Gaza and preserving calm on the ground.
The agenda also included issues related to Gaza's future administration, reconstruction efforts, the possible deployment of an international force and mechanisms for implementing the next stage of the ceasefire.
Egypt said participants worked on a draft roadmap aimed at facilitating the transition to the second phase of the agreement.
Security sources said Kalin also held separate meetings on the sidelines of the talks with Egyptian intelligence chief Hassan Rashad and Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani.
According to the sources, the meetings addressed regional developments, including the US-Israel-Iran conflict, as well as the situations in Somalia, Sudan and Libya.
The Gaza ceasefire agreement entered into force on Oct. 10, 2025.
Its first phase included a prisoner exchange, expanded humanitarian aid access and the partial withdrawal of Israeli forces from certain areas.
Palestinian sources have accused Israel of failing to fully implement some of its commitments under the agreement and said military attacks have continued despite the truce.
The second phase is expected to address key issues including Gaza's governance, reconstruction, the deployment of an international force, Israel's withdrawal and broader political and security arrangements.
Representatives of Palestinian groups and guarantor countries began consultations in Cairo on Sunday to discuss the next stage of the ceasefire process.
