Yemen announces new cabinet under Shaie al-Zindani

The Presidential Leadership Council announced Friday the formation of a new government headed by Shaie al-Zindani, comprising 34 ministers, including 10 from the previous cabinet, as well as three women.

On Jan. 16, Zindani was appointed Yemen’s prime minister following the resignation of former Prime Minister Salem Saleh bin Breik, which was accepted by the Presidential Leadership Council.

Yemen’s state news agency SABA reported that a presidential decree had been issued to form the new government under al-Zindani, who will also serve as foreign minister.

It said the decision was issued based on a proposal by the prime minister, with the approval of the Presidential Leadership Council, and in line with what it described as the country’s supreme national interest.

The new cabinet also includes female representation, which was absent from the previous government led by Salem bin Breik, whose cabinet submitted its resignation.

The agency said the decision was based on Yemen’s constitution, the Gulf Cooperation Council initiative and its implementation mechanism signed Nov. 23, 2011, as well as the power-transfer decisions and the formation of the Presidential Leadership Council issued April 7, 2022, in addition to the 2004 Cabinet Law.

It also cited Presidential Leadership Council Chairman Decree No. 17 of 2026, which appointed Zindani as prime minister and tasked him with forming the government.

The new government includes, alongside its prime minister, a number of ministers who held posts in the previous cabinet.

Women were given three portfolios in the new lineup: Afrah Abdulaziz al-Zouba was appointed minister of planning and international cooperation; Judge Ishraq Fadl al-Maqtari was named minister of legal affairs; and Ahd Mohammed Salem Jaasous was appointed minister of state for women’s affairs.

The government’s formation comes after months of consultations held in Saudi Arabia’s capital, Riyadh, aimed at ending tensions between the Yemeni government and the Southern Transitional Council, which announced its dissolution on Jan. 9, and reaching a consensus formula to manage the next phase.
