Chinese Defense Minister Dong Jun called Wednesday for stronger international consensus and “action-oriented” global security governance, while urging cooperation in artificial intelligence, outer space and the deep sea.
Speaking at the 13th Beijing Xiangshan Forum, Dong said global security was at a “fragile juncture” and called for multilateral cooperation and greater responsibility from major powers.
He did not mention Taiwan or the disputed South China Sea in his address.
“For global security governance, action is the key and outcomes the ultimate measure,” Dong said, according to CGTN.
“Now, the world is undergoing accelerated changes unseen in a century, and international security stands at a fragile juncture,” he added, calling for “concerted efforts to forge consensus through a new vision of security” and to maintain stability through multilateralism.
The three-day Beijing Xiangshan Forum opened Tuesday under the theme “Build Consensus on Stability, Advance Security Governance Together.”
This year marks the forum’s 20th anniversary.
Around 2,000 official representatives, scholars, experts and observers from about 100 countries, regions and international organizations are attending the gathering.
Dong urged countries to oppose actions involving “forming exclusive blocs and exacerbating tensions.”
At the same time, he supported greater international cooperation in artificial intelligence, outer space and the deep sea so emerging technologies could “better benefit all humanity,” according to the South China Morning Post.
Dong warned against a “zero-sum mindset” and called for vigilance against what he described as “hegemonism” and “militarism.”
He said multilateralism was essential in a “turbulent” world and was necessary to preserve overall global strategic stability.
Dong also urged major powers to assume greater responsibility in security governance.
He said narrowing the development gap was central to improving security and argued that “development is the greatest guarantee of security” for countries in the Global South.
“Nothing in the world is difficult, as long as we are willing to climb,” Dong said.
He added that the Chinese military was prepared to “share its experience of building and governing its military and help within our capacity.”
