The administration of U.S. President Donald Trump is reportedly preparing to launch a comprehensive review of refugees admitted to the country during former President Joe Biden’s tenure, according to documents obtained by the Associated Press.

A document signed by U.S. Citizenship and Immigration Services (USCIS) Director Joseph Edlow argues that the “speed and volume” of refugee admissions under Biden took precedence over detailed screening and vetting procedures.

The document states that all refugees admitted between Jan. 20, 2021, and Feb. 20, 2025, will undergo a “comprehensive review and re-interview.”

A list of individuals to be re-interviewed within 90 days is also expected to be prepared, according to the report.

Possible outcomes and lack of appeal rights

The document further claims that files of those who have already obtained green cards will also be reexamined.

Individuals deemed ineligible for refugee status after the review would have “no right to appeal,” though they would be able to present their case before an immigration court if the process results in removal proceedings.

The document states: “USCIS stands ready to enforce the law and ensure that the refugee program is not abused.”

USCIS, the Department of Homeland Security and the White House have not yet commented on the reported plan.

During the Biden administration, the U.S. admitted up to 125,000 refugees.

Under Trump, the administration announced that for the 2026 fiscal year, the number of refugees to be accepted would be limited to 7,500.
