Ukrainian President Volodymyr Zelenskyy announced Monday that his negotiating team is returning from talks in Miami with a 20-point peace plan and bilateral security guarantees, though he will receive full details only after their nighttime arrival.
Writing on social media, Zelenskyy said the framework includes security arrangements involving Ukraine, European partners and the United States, with separate bilateral guarantees between Kyiv and Washington requiring congressional review. He characterized the working drafts as "quite solid and dignified" while acknowledging imperfections in the documents.
"There are certain things we are not prepared to accept. And there are things - of that I am sure - that the Russians are not prepared to accept either," Zelenskyy wrote, noting that American negotiators are now engaging with Russian officials to seek further alignment.
The Ukrainian president said his team had completed initial drafts and that negotiators from both Ukraine and the United States had jointly developed the proposals. A separate draft agreement addresses Ukraine's economic recovery strategy.
The announcement followed remarks earlier Sunday by US Vice President JD Vance, who told UnHerd in an interview that Ukraine will likely cede the Donetsk region to Russia, revealing that Ukrainian officials privately acknowledge the territorial loss even as negotiations continue.
Vance disclosed that Russia controls over 80% of Donetsk and that President Vladimir Putin has demanded his forces take the entire region unless Ukraine withdraws. The vice president called the territorial question "a significant hold-up in the negotiations," while noting that negotiators have made progress now that all parties have disclosed their actual positions.
Other issues under discussion include control of the Zaporizhzhia nuclear facility, the status of ethnic Russians in Ukraine and ethnic Ukrainians in Russia, and post-war reconstruction financing, according to Vance.
Zelenskyy provided updates on multiple front-line sectors, reporting that Ukrainian forces have advanced in Kupyansk with clearing operations extending approximately half a kilometer. He said Ukrainian troops now control the city, estimating that 80 to 100 Russian soldiers remain inside.
In Pokrovsk, the president said the situation remains unchanged with roughly 1,100 Russian forces inside the city matched by similar Ukrainian numbers. He noted that while personnel figures have fluctuated over the past month, Ukrainian positions continue to be defended.
Russian forces are applying heavy pressure on Myrnohrad, though Ukrainian troops are holding their positions, Zelenskyy said. The situation in Huliaipole has stabilized after a difficult week, he added.
The Ukrainian president said Russia has significantly increased attack intensity in recent weeks, resulting in higher Russian casualties. He warned that if Moscow does not commit seriously to negotiations and instead expands the war, Ukraine will respond accordingly.
Zelenskyy also discussed deep strike operations and air defense needs during a meeting with military leadership, including candidate selections for Commander of Air Command South. He emphasized Ukraine's focus on maintaining active defense across all sectors.
Vance characterized recent negotiations as productive and conducted in good faith, though he cautioned he could not predict whether the talks would ultimately succeed. The White House has described the Florida discussions as making progress toward a potential resolution.
