TikTok has released its Community Guidelines Enforcement Report for the second quarter of 2025, highlighting significant strides in content moderation and user safety. Between April and June 2025, the platform removed over 189 million videos globally for violating its community guidelines.

Notably, 94.9% of these videos were detected and removed proactively, without any user reports, and 90.7% were flagged by automated systems before reaching any views. Additionally, 80.6% of the violative content was taken down within two hours of being posted.

Enforcements measures in Türkiye

During the same period, TikTok implemented extensive content moderation in Türkiye, removing 4.43 million videos that violated the platform’s community guidelines.

Significantly, 99.4% of these videos were identified proactively without user reports, and 97% were removed within four hours of posting, underscoring the platform’s commitment to timely and effective enforcement at the regional level.

Expansion of live stream moderation

TikTok also intensified oversight of live broadcasts, removing over 6 million live streams that violated Community Guidelines during the quarter. This figure represents a near 100% increase compared to the previous quarter, highlighting the platform’s focus on creating a safe environment for live interactions.

Content categories and youth protection

The majority of removed content fell into two main categories: sensitive content (30.6%) and commercial activities (30.5%). In line with its youth safety policies, TikTok also removed more than 25 million accounts identified as belonging to users under the age of 13.

Of the content flagged under the platform’s “Digital Safety for Youth” policies, 94.4% was removed before receiving any views, reinforcing TikTok’s proactive approach to safeguarding young users.
