Türkiye on Monday established four subcommissions to coordinate implementation of legislation aimed at strengthening national unity and social cohesion, also known as the “Terror-Free Türkiye” framework law, according to the board overseeing the process.
The Monitoring and Evaluation Board, chaired by Vice President Cevdet Yilmaz, made the decision at its first meeting.
The board was established under the Law on Strengthening National Solidarity and Social Cohesion.
The meeting focused on coordinating the work of state institutions involved in the process and setting procedures and principles governing the board’s activities, according to a statement shared by Yilmaz on X.
The meeting was attended by the justice, foreign affairs, interior and national defense ministers, as well as the presidential chief of administrative affairs, the head of the National Intelligence Organization and the secretary-general of the National Security Council.
The board established the Legal and Judicial Affairs Coordination Subcommission, the Monitoring and Assessment Subcommission, the Social Compliance and Integration Subcommission, and the Disarmament and Strategic Coordination Subcommission.
The statement said the process aimed at completely eliminating terrorism and violence from Türkiye and the region, removing weapons from the agenda and strengthening fraternity had reached an “important milestone.”
It said the law was adopted by the Turkish Parliament with “a high level of social and political consensus” and reflected the will of the Turkish people.
“Türkiye will continue to implement these historic steps with determination, in full coordination among all its institutions, to strengthen social integration,” the board said.
The law establishing the legal framework for Türkiye’s “Terror-Free Türkiye” process was published last Monday in the Official Gazette, formally putting into effect measures approved by Parliament earlier this month.
The law sets out procedures for suspending investigations, prosecutions and the execution of certain sentences linked to the PKK/KCK terrorist organization and affiliated groups.
The procedures will apply once security institutions confirm that the organization has ended its activities and surrendered weapons and ammunition under its control, and once the National Security Council issues a decision confirming that determination in the Official Gazette.
The law allows prosecutions to be suspended for five years for offenses punishable by up to 15 years in prison and for 10 years for more serious offenses.
It excludes certain serious offenses, including intentional homicide committed as part of terrorist activities.

The law covers crimes including founding or leading the terrorist organization PKK/KCK, membership in the organization, knowingly and willingly aiding it, and propaganda offenses.
It also covers crimes committed within the organization’s activities and terrorism-financing offenses committed on its behalf.
If a person commits another terrorism-related offense during the suspension period, the suspension will be lifted and the relevant legal proceedings or execution of the sentence will resume.
If no such offense is committed during the specified period, the relevant prosecution may be dropped or the sentence deemed served under the law.
The legislation also provides procedures for registering weapons, ammunition, explosives, vehicles and other materials surrendered or declared by members of organizations covered by the law.
