Palestinian factions blame Israel for stalling Gaza ceasefire deal

Palestinian factions meeting in Cairo on Monday accused Israel of blocking progress on the Gaza ceasefire agreement by rejecting a proposed roadmap, failing to fulfill commitments from the first phase and continuing what they described as daily violations of the deal, according to a Hamas statement.

Hamas said its political bureau chief, Khalil al-Hayya, met leaders and representatives of Palestinian factions in the Egyptian capital and briefed them on the latest political and battlefield developments.

Hayya also reviewed meetings held over the previous two days with Egyptian officials, mediators and guarantors involved in negotiations, outlining the discussions and positions presented by the different parties.

The factions held Israel responsible for obstructing the understandings through what they described as its “rejection of the roadmap, failure to honor first-phase commitments and continued daily violations of the agreement.”

Netanyahu rejects 15-point Gaza roadmap

Israeli Prime Minister Benjamin Netanyahu has rejected the 15-point Gaza plan and said Hamas must disarm before Israel withdraws.

The roadmap issued by the Board of Peace on July 31 instead calls for Hamas’ disarmament and an Israeli withdrawal to take place gradually and in parallel.

Mediators are continuing efforts to implement the ceasefire agreement that took effect on Oct. 10, 2025.

According to the latest figures from Gaza’s Health Ministry cited in the report, Israeli violations of the ceasefire have killed 1,262 Palestinians and injured 4,168 others since the agreement took effect.

On Sunday, Türkiye, Egypt, Saudi Arabia, Jordan, Pakistan, Indonesia, Qatar and the United Arab Emirates issued a joint statement holding Israel responsible for obstructing efforts to establish peace in Gaza and the rest of the occupied Palestinian territories.

Palestinian factions discuss West Bank developments

The Cairo meeting also addressed developments in the occupied West Bank, including illegal settlement expansion, efforts to change the character of the territory and attacks on Palestinians, Hamas said.

The factions called for efforts to “strengthen Palestinians’ resilience, ensure dignified living conditions and accelerate recovery and reconstruction” while pursuing what they described as the Palestinian people’s full rights in their homeland.

They also called for serious steps to reorganize Palestinian political affairs, address current challenges, uphold the right to self-determination and establish an independent Palestinian state with East Jerusalem as its capital.

The occupied West Bank has seen continued Israeli military operations and attacks by Israeli illegal settlers since the Gaza war began, alongside the expansion of illegal settlement outposts, construction of illegal roads and increased restrictions on Palestinian movement.

Gaza war death toll surpasses 73,000

Israel’s military campaign in Gaza has continued since Oct. 8, 2023.

Gaza authorities say more than 73,000 Palestinians have been killed and more than 174,000 wounded, with women and children making up most of the casualties.

The offensive has also caused widespread destruction, with about 90% of Gaza’s infrastructure damaged.
