Trump envoy reveals 15-point framework aimed at ending conflict with Iran

The United States has presented Iran with a 15-point plan aimed at ending hostilities, delivered through Pakistani intermediaries, President Donald Trump's special envoy Steve Witkoff announced Thursday during a White House cabinet meeting.

Witkoff, addressing Trump directly at the meeting, confirmed that the proposal had been transmitted via Pakistan's government, which is serving as mediator between Washington and Tehran. "I can report to you today that we have, along with your foreign-policy team, presented a 15-point action list that forms the framework for a peace deal," Witkoff said, adding that the channel had produced "strong and positive messaging and talks."

The envoy declined to detail the plan's specifics, citing Trump's preference for keeping the terms private. However, according to the Wall Street Journal, the proposal calls on Iran to dismantle its three principal nuclear sites and halt all uranium enrichment on Iranian soil, suspend its ballistic missile program, curtail support for regional proxy forces and fully reopen the Strait of Hormuz.

In exchange, Iran would receive relief from nuclear-related sanctions, and Washington would provide assistance with, and oversight of, a civilian nuclear energy program.

Witkoff warns Tehran against miscalculation

The envoy struck a harder tone alongside the diplomatic overture, cautioning Tehran directly. "We have told Iran one last thing: Don't miscalculate again," Witkoff said.

He framed the current moment as a potential turning point, saying Washington would seek to convince Tehran that there is no good alternative to a deal beyond further death and destruction. Should an agreement materialize, Witkoff said, it would be a positive development not only for Iran but for the broader region and the world.

Witkoff acknowledged that Washington has received indications suggesting Iran's negotiating team believes it holds a strong hand, based on a conviction that the United States cannot achieve outright military dominance in the conflict. The envoy interpreted those signals as evidence that Iran's leadership has not yet authorized its negotiators to close a deal.
