The club is understood to have decided against exercising that option, effectively closing the door on a permanent deal, La Gazzetta dello Sport reported.
Lang has made 16 appearances for Galatasaray so far, scoring two goals and providing two assists.
That hesitation has opened the door for rivals Besiktas, who are now weighing up a potential move, according to Turkish media.
The Black-and-Whites are reportedly exploring either a loan deal or a transfer under more favorable terms, depending on Napoli’s flexibility over the fee.

Meanwhile, head coach Okan Buruk has set out his priorities for the upcoming season, with a strong focus on European competition.
"Our goal is to represent our country at a higher level in the Champions League," Buruk said on Wednesday, pointing to ongoing transfer work with the scouting team.
"There are surprise names. We need to maintain consistency in the Champions League by playing a style of football that our fans and football followers in the country will applaud," he added.
